Yes, quite safe - it is only a link/launcher icon. I delete things like
this all the time :-) 

You have just accidentally hit on the quick and easy way to make temporary
launchers :) You can also drag and drop menu entries to the panel to make
panel launchers, and they are quite safe to delete, too.
