Not sure exactly what you're after here. If you are trying to manage
perms and owner/groups, chmod, chown user:group are the two fastest
ways... they can alter permissions for a file, directory, or an entire
partition...
If you're asking about a gui version, from within X (afaik), selecting a
file/folder and looking at perms in properties will also manage these...
