We really should have an "installer" app, that installs .debs, .rpms and
source tarballs _and_, where appropriate, warns how that might interfere
with existing apt-installed packages.  Way back in the days of Corel Linux,
they seemed to be taking KPackage that way, but none of Corel's mods to
kpackage seemed to get adopted by the KDE team, and now kubuntu doesn't
even use kpackage.
