They should be. I like to use "masqmail" - much simpler than postfix, and
it expects intermittent connections, so always resends mail as soon as it
connects. iirc, postfix will retry on a schedule - and you may not be
connected at the next retry time, either.

It certainly could. Most MTAs will have the "mailq" command, to tell you
what's in the queue.
