rcconf and dhcp3-server

Use sysv-rc-conf, or update-rc.d to remove the rc start/stop links. Also,
you might check in the dhcpd.conf file if there is a setting to disable
the service. I don't have dhcp3-server installed, so I can't tell whether
there is such a setting.
