Question of curiosity (RB ability question)

I was wondering about an interface question and whether RB can do 
something like this easily.

There's an effect I saw for giving a status bar that I liked and the 
only way to describe it is to ask people who have used iMovie.  When you 
insert an effect and iMovie is rendering it in the background, you see a 
mini-statusbar zipping along the bottom of the clip icon.  If you have a 
background task doing something that is represented by an icon, can RB 
use a thread to create an overlaid mini-statusbar under an icon in a 
similar effect to that iMovie render status and on what platforms if it 
is possible?
