forcing APT-GET UPDATE to reget the package lists

I am not a great master of apt-get, but according to google, apt-get stores[1]:

/var/cache/apt/pkgcache.bin     a list of binary packages
/var/cache/apt/srcpkgcache.bin  a list of source packages

I believe that "apt-get update" always updates "pkgcache.bin", but you
can check nby looking at the date of the file.

Reading your post, I get a feeling that your are looking at the wrong
problem. Maybe it would help if you provided a little more
information. Why do you expect that "apt-get update" does not update
the list of packages on your system? Which commands did you use? Which
part of the output suggests that "apt-get update" does not update the
list of packages on your system?
