Remapping broken keys globally (in xorg.conf)

Hi, I have a laptop here that has a completely broken key (the 'h' key).
Fortunately, there is an extra key on the keyboard (it's some sort of
international keyboard that has a '<' key) that I would like to use
instead.
I could use xmodmap/xkeycaps, but this will only work once I've logged
in. Since some of the user accounts have the 'h' in them, I need this to
be set "globally" -- that is, for both gdm and the user session.
I looked at http://www.xfree86.org/current/kbd.4.html but it was not
very helpful at describing how to actually use the options available.
