6.06 does have Orca, it just was not the default. Instead it was
provided in the "universe" repository which is for software that does
not have official Ubuntu support. To install Orca you would have to
enable this software repository. You can do so in menu
System/Administration by starting "Software Sources" (or maybe it had a
slightly different name in 6.06, I am currently using 6.10)
