Broken Apt-Get ( Re: Synaptic is stuck - removing partially installed package? )

To follow up on my own post:  Is there a way to completely remove the
whole apt-get system and put it back in it's original state?  

I already tried 

'sudo rm -r /var/cache/apt/* ' 

but even this didn't work.

Right now I can't do anything, remove any software and cannot install
updates. 

So is there any way to do this short of reformatting the drive and
re-installing Ubuntu?   Surely there must be?
