Indeed it does. "update" is what tells apt to go and get all the Packages
files that lets the system know what's available. You need to do that,
somehow, on a regular basis, to even know when an upgraded package is
available. I'm not sure what the Ubuntu default procedure is, since my
system is so heavily modified, but I run a cron job that does an update
daily.
