What's happened to the, "System," menu in Feisty?

On the new Control Panel:

One thing though:  Before in Dapper/Edgy we had a clear distinction
between controls that affect the whole system (Administration) and
controls that affect the current user only (Preferences).

Granted, some were in the wrong place, like Proxy and Time and Date /
Time Zone, which are of course (also) user settings, (in addition to
System settings) but I guess those are just limitations.

But still, typically the Administration panels pop up a gksudo prompt as
you're doing system stuff, while the preferences are just your own
little personal playground that every user can toy around in.

That difference would be lost, or?
