Is Linux Lowlatency means Realtime kernel?

In Feisty, there is a version of kernel that is called lowlatency. What is
the advantages of using this kernel over the -386, and -generic versions?
Will the Desktop users benefit from the lowlatency kernels? And lastly, does
lowlatency mean realtime in some sense?
