What's up with cn.archives.ubuntu.com?

International links are working again at about 80% capacity.  But when I
try to update from the repos at cn.archives.ubuntu.com I get
Release/Release.gpg files that are up-to-date with complete file
listings of all the recent updates, etc. but the files themselves are
all 404s (Not Found) or 503s (Service Temporarily Unavailable).

Is there anybody out there who knows what's going on with the cn
archives?
