Has anyone ever seen symptoms like this ?

Dapper 6.06 (system up to date as of 1/12/07)
Running Evolution 2.6.1

Sending an email with a single 300k attachment takes all bandwidth
and effectively shuts down access to the internet while sending...

This just started happening a couple of days ago.  I can watch my
bandwidth get slammed using bmon every time.  I've reported the problem
to the isp, and they say that they'll look into it, but they initially
said that it would seem that the problem is originating from the box I'm
using to send the mail (which is my Ubuntu desktop)...

Any thoughts ?
