After installing, I logged out of gdm and back in, and I do have an
additional task bar icon for the manager (although it says there are no
devices present)...

I went into system->networking, switched my profile to enable eth1 and
disable eth0, set the default gateway to eth1, went into properties on
eth1, found the wireless network name correctly, set the IP address, and
- nothing.
Unless network-manager-gnome has some other function than being an icon
on a desktop (I'm googling for something on this now), I don't see how
having it will help me configure wireless with a static IP to work
properly...
