Changing ip from dhcp to static freezes

That's odd. Can you at least move your most when that happens?

If you can't, you have bigger problems in your hands. Otherwise, it  
is probably writing the changes to file and the file was deleted  
before it finishes and start up the network. Of course, that is a  
guess, as I don't have enough info to make that determination.
