alt+F2 does not function

It's defined in the shortcut preferences, go to:

System->Preferences->Keyboard Shortcuts

It's the one called : "Show the panel run application dialogue" it's
near the top of the list, you shouldn't need to scroll to see it.
Make sure it is set to Alt+F2.
If it is and it doesn't work, then I think it's time for a bug
report ! ;o)

Also, I am not 100% sure (someone correct me if I am wrong...), but
ISTR that this Alt+F2 thing is managed by the window manager (metacity
in Gnome). So if you changed window manager, for example for compiz or
beryl, then the bug might belong to the latter rather than Gnome per se.
