New FireFox tabs/windows on wrong workspace?

It's driving me crazy.  I use 3 or 4 gnome workspaces at a time, but
when I click a link in an email or even just select Tools>Downloads
from within FireFox, the new Tab or existing Download window usually
shows up in some other workspace.  Then I need to go cycling through
workspaces looking for the right information.  I've googled quite a
bit for answers or even complaints about this, but it doesn't seem to
be an issue for anyone else.  Or maybe I'm just looking for the wrong
thing.  Is there some easy fix I'm missing?  I just want the new tab
in the visible workspace, and if there's no window, create one for me.
