What you are looking for is the Mozilla Preferences Toolbar:

Click on the Install PrefBar! link.
Once installed close and restart the browser, then click on "Customize".
In the left pane you'll see Available Items, click on Flash, then click
on "Add items ->" to add the option to the toolbar. Next, do the same
for "Kill Flash". Click the Ok button. Now when you want turn off Flash
just uncheck the box on the Pref Toolbar & when you have a site that
uses flash and can't seem to get it to stop, click on the "Kill Flash"
button and that will usually do the trick.
When your wife wants to use flash, all she needs to do is click on the
Flash button to make sure that it has a check mark in it. Ditto for
cookies, popups etc.
