GAIM on Edgy

Gaim 2.0 has support for the QQ protocol in it.  Yet the binary shipped
with Edgy doesn't.  I see no ./configure option that shuts this off, so
I have two questions:

     1. Why was QQ support turned off?
     2. How was QQ support turned off?
