Yes. The machine acting server runs windows xp with only only user, which
has administrative permissions.
I'm not entirely sure about if another bootp deamon is running, but I went
through the whole list of processes (checking them with google) and no one
of them said anything which would point to that.

Unfortunately I cant use the other computer more to day but thanks a lot for
your input, really appreciate it a lot, and will get back to it again
tomorrow.
