Wouldn't help if the directory is owned by www-data.

I think either move it out of the cgi-bin directory (standard
path:/usr/lib/cgi-bin IIRC) to some place where the web server won't be
able to run it. Don't understand me wrong, I think the situation now is
much much better than in the past, where this was used twice to gain
entry to a server of mine - and this was a few years ago.
