Fail to enter rc1.d by putting 1 in bootparam in edgy

Hi Scott and others,
I am using Ubuntu Edgy. The upstart is 0.2.7-7. When I tried to enter
runlevel 1 by put "1" in kernel boot param in /boot/grub/menu.lst, for
example:

title           Ubuntu, kernel 2.6.17-11-generic
root            (hd0,0)
kernel          /boot/vmlinuz-2.6.17-11-generic root=/dev/hda1 1
splash
initrd          /boot/initrd.img-2.6.17-11-generic
quiet
savedefault
boot
----------------
My edgy box still enters runlevel 2. Is this a normal situation ? Does anyone has same problem ?
