where is the keyboard layout set in the console?

Opening a terminal and running the command
   'man -k console'
suggests kbd-config might be useful
Then
   'man kbd-config'
suggests that
  'sudo dpkg-reconfigure console-data'
might be worth trying.

Sometimes Linux is more like a puzzle than an OS.  I haven't found the
high-score list yet though.
