No, that applies ( approximately) for the Ubuntu desktop - the Original
Poster was asking about the server, which is text/command line only by
default. 

64 MB should be enough or that, possibly 32 MB would be too low even for
the server edition, although a very minimal install on 32 MB would
probably be possible.
