"apt-cdrom add" is for adding properly organised/formatted Debian (or
Ubuntu ) discs to  apt /etc/apt/sources.list

As far as I know, this will only work on the so-called "alternate" discs,
or discs with a similar layout, that it understands.

Perhaps you are looking for the "aptoncd" package ?
