Yep. This is what I use all the time. When you boot with the Desktop CD,
it shows up in the menus as System/Administration/Partition Editor.

You can check the features that are supported for each partition type
inside GParted by using the GParted/Features menu entry. If the
filesystem you want to modify isn't checked green, you can try to
install extra tools to support it. 

For example, install the ntfsprogs package to maximize support for ntfs.
