The question was "why does 'Search for file' not find the
file '~/.recently used', even though it's there?"

The answer is that files that start with a dot "." have a special
meaning in Unix-like operating systems: they are hidden from most
default file viewing. For example, the Nautilus file manager does not
show them unless you select "Show hidden files", the "ls" command line
tool does not list them unless you specify the -a option ("all"), etc.

In the "Search for file" window, you need to open "Select more options".
In the "Available options" menu you will find "Show hidden and backup
files".
