If he is currently able to dual-boot.... (Using what?  grub or the Windows 
loader?)   then yes, you should be able to reformat the windows partitions 
and use it for whatever.

Careful of splitting it up into pieces because that might upset the partition 
numbering,     If he's using grub as a loader, than it should be pretty easy 
because grub will still be there.   If some type of Windows loader, that 
could be a different story.
