BAAAAAD problem with Feisty kernel

Aside from ferm appearing out of nowhere and clamping down all services
but SSH, my Feisty "upgrade" has done something really anti-social.
Basically I was seeing Feisty reset video (and sometimes sending it into
a tizzy) every few minutes. It took me a while to also notice that it
was shutting down my external USB disk and, upon further investigation,
the SATA disk subsystem too. If I left it alone long enough it would
eventually freeze the whole system dead.
Luckily this was an upgrade, not a new install, so when next I booted, I
brought up the last kernel Edgy gave me (.17 instead of .20). My system
has been solid as a rock ever since.
Something bad has happened in the transition from 2.6.17 to 2.6.20. How
does one start going about characterizing this enough to report bugs and
who bothers to listen to end-user bug reports in the kernel development
team?
