Because it's not a Gnome/GTK theme - it's for the xmms audio player.
Extract it to ~/.xmms/

Call me crazy, but if it's a tarball, I generally go to the terminal and type in tar xvfz program name, and it will then go ahead and extract the zipped file for you to use correctly?
