If you know get to know perl a little better, using that alongside nmap will be the answer to your question - it gets to be a little time intensive if your scanning a large range of ips though - so if you're the administrator of the network - I'm sure you'll be able to limit the scan and be able to run it daily to check and see who is running remote desktoping.

While it wasn't exactly helpful to put in their "disclaimer", to be
fair, there are times when you should audit your networks for rogue
services or potential TOS violations in businesses.
