Seeing the Kubuntu GUI from a Windows PC

hi
i used system preferences  remote desktop and ticked on allow others to view
your desktop
when i use vnc from winxp to ubuntu feisty it only works when the user is
logged in to ubuntu
and doest not work when machine has booted but nobody has logged in to gui
i want to use the ubuntu as a headless server so nobody is going to log in
please help
