Not a dumb question :)
In general, new kernels will be either security fixes ( a vulnerability has
been discovered and fixed) or bug fixes. For example in the lead up to the
release of 7.04, there were several kernel updates related to hardware
issues - some people had trouble booting the system on their hardware and
so on.
Now that Feisty ( 7.04) has been released, I would expect kernel upgrades
to happen if and when there are security issues, or possibly to correct
bugs that were not caught during the development phase.
How often that will be is unpredictable, as you will realise.
