The Control Centre was removed a few weeks ago during the development
phase - or rather, the menu was changed, and it was hidden. The control
centre is still there though, if you want to enable it.

Right click the Ubuntu logo on the panel's menu , choose Edit Menus, go to
System - Preferences in the menu editor, and tick the "Control Center" box.
You can disable other entries if you wish.

If you want to disable the Debian menu, check to see if the "menu" package
is installed - I can't imagine why it would be, but if you have a full
Debian menu the package would have to be present on your system, as far as
I know. You might also check for menu-xdg .
