mozilla firefox file opening

I've much appreciated recent help from people on firefox.  Here's
another problem.

Is there some setting that I need to tweak that would allow firefox to
open an html file that doesn't have an extension (or has an extension
that isn't .htm*), but that begins with

<!DOCTYPE HTML    ... etc >
<html>

When I get the "open with" dialog I can open it with Dillo, but I can't
find a way of getting firefox to open it.

Or is it a bug, or even just naff program design?
