how do i know i need a reboot after a console based "upgrade"?

Your reboot policy is exactly like mine. If the kernel is updated _and_
you want to run the new kernel immediately, then you _must_ reboot.
libc does not really require a reboot, but it's a pretty big change and
it's probably easier (and safer) to just reboot the whole thing if you
can afford to.
Anything else can almost always be handled without a reboot by a
skilled-enough sysadmin.
