I have though it through and users sending in blank CD-Rs to burn would 
send out the wrong signal.

Have you seen a music site called Magnatunes. They let you decide how 
much to pay within a range.

I would like to order CD-Rs from this site (As I see it as legitimate) 
using paypal or credit / debit card and have the choice whether I want 
to help the project out and pay a little (£1 - £10) or have to CD for 
free (as is no Financial input from me) If I pay for the CD it should be 
shipped within 14 to 28 days an if its free than the wait of up to 28 
might apply depending on available resource.

This IMHO would be a compromise as some users would pay.

So would you pay for a CD ?
