Install the package that provides PyQt4:

  $ apt-cache search PyQt4
  python-qt4-dev - Development files for PyQt4
  python-qt4-doc - Documentation and examples for PyQt4
  pyqt4-dev-tools - Development tools for PyQt4
  pyqt4-dev-tools-dbgsym - debug symbols for package pyqt4-dev-tools
  python-qt4-dbgsym - debug symbols for package python-qt4

python-qt4-dev is the one you want.
