My understanding has been that the dist-upgrade process is discouraged
-- It seems to be more recommended that you use the upgrade tool built
into the update manager. (It handles more of the changes than
dist-upgrade does.)

If you don't see the "upgrade" button I believe you can invoke
upgrade-manager from the command line with an additional argument in
order to make it appear.
