Well, it depends. I have seen a Microsoft EULA which allowed to use the 
particular software on one workstation and one laptop. However that was 
NOT Windows but an application like Word or Office. OTOH they seem to 
modify their EULAs frequently, so you have to read the EULA coming with 
your software.
