I thought you had something, there...but it was already set to 100.
Everything else has reasonable values in the GnomeVolumeControl; I
remember there being some kinda keyword you could give festival, if you
had an interactive shell open...is it possible I need that?
As it it, you can hear the voice only if you're listening for it.
But Festival has always been quiet for some reason...
