Contrast that with:

# sudo dpkg-reconfigure  popularity-contest
...
     If you do not want to use HTTP, email is used instead.
     Use HTTP to submit reports?    

And the OP's experience.  "Supported" or not, clearly, popcon is happy to
try it.
