upgrading ubuntu

apt-get upgrade will not add any new packages, or remove any that are
already installed.

apt-get dist-upgrade can add and remove packages, for example, when a
single package is replaced with a number of other packages.

To go from one major version to the next, you probably want to use
apt-get dist-upgrade.
