Like Colin said, a lot of it can depend on the torrent you're downloading.

For comparison, try getting a Ubuntu image, like
http://releases.ubuntu.com/dapper/ubuntu-6.06.1-desktop-i386.iso.torrent -
that usually gives me well over 100kb/s on my 4Mb line.
