Switch-user and Virtual Consoles

I have an EPIA SP1300 with the VIA C3 processor and 1 gig of Ram and 
Ubuntu 6.06 LTS. I have been trying to set up switch user. When try it 
only allows the current user to remain logged in. Lately I discovered 
the the virtual consoles are not working. If I try "ctrl alt F1" or any 
other I get a vertical line pattern usually of red gray and blue. I can 
always get back to X with "ctrl alt F7". I believe my 2 problems are 
inter-related. I've checked /etc/inittab file and it shows tty1-6 
configured correctly.  Does anyone know how to fix this?
