Dapper: 100% CPU when idle SOLVED???

when dapper first came out I upgraded but found that the CPU was running 100% when idle.

 had the pain of downgrading.

 does anyone know if this has been fixed?

 dell inspiron 9300
 intel pentium M 1.73GHz
 1GB RAM run as i686
