It's a feature, not a bug.
Kernel upgrades should not be done automatically, because they require a
reboot. So apt-get is smart enough not to upgrade automatically some packages
(including, but not restricted to kernel ones).
You have to manually inform you want to upgrade everything. If you like
apt-get, in these cases use dist-upgrade instead of upgrade.
I would suggest to use aptitude pemanently instead of apt-get. It can be used
both in a text UI, or in CLI (with a syntax very similar to apt-get).
