Panel Menu: System/Administration/Networking
Select the 'Modem Connection' in the 'Connections' tab.
Click the 'activate' button.

You could use the old Debian pppconfig if you don't mind a text based
'gui' - you only need to use it once. It's installed by default (I think).
sudo pppconfig
Use the arrow keys and Tab to move about.
Fill in the details of your ISP and be sure to save.
You can then connect by typing 'pon' in a terminal.
Typing 'poff' disconnects.
Create launchers for these commands on your desktop.
(right click the desktop and chose Create Launcher...)
It's easier than going through the menus and typing a password every time
you want to activate a modem connection.
